Speed genuinely comes after accuracy and repetition, not from trying to write faster directly, which usually just makes cursive less legible without actually saving time.

Should a 4th grader use cursive for everyday schoolwork?

Only if their cursive is genuinely as legible and nearly as fast as their print, which isn't true for most 4th graders yet. Cursive worksheets at this age are building toward that point, not assuming your child is already there. It's reasonable to let a 4th grader use cursive for short, low-stakes writing (a journal entry, a note) as extra practice, while still using print for schoolwork that needs to be read and graded quickly by someone else.
