Why does 4 give children trouble?

The formation, mainly. It needs two separate strokes and a lift, which is unusual among the early numerals and often produces a 4 with a floating line. Model it slowly and say the strokes out loud.
How can my child check they counted 4?

Four can be seen as two pairs, which is quicker and more reliable than counting one by one. Arranging four objects into two rows of two makes that visible, and it is the beginning of seeing numbers as made of parts.
