Why use a word bank instead of asking my child to just write in a word?

A word bank keeps the task focused on meaning instead of spelling. At this stage we want your child thinking about which word fits the sentence, not stalling out over how to spell excited. Once that meaning-matching skill is solid, free writing without a word bank is a natural next step.

My child gets Sentences right but struggles with Paragraphs. Is that normal?

Very. A paragraph asks a child to hold onto information from earlier sentences while filling in a later blank, which is a bigger working-memory load than a single, self-contained sentence. If this is where your child is stuck, try reading the whole paragraph aloud once before filling in anything, so the story's meaning is already in their head before they start choosing words.
